Property Waiting List

Hope Plaza Project-Based Voucher This property is owned and operated by Center for Hope and Safety, with Project-Based Voucher rental assistance provided by Salem Housing Authority:

  • Waiting lists for Studio (1-2 people), 1-bedroom (1-3 people), and 2-bedroom (2-5 people) units. These units have rental assistance from the Project-Based Voucher (PBV program). Tenant rent is approximately 30% of monthly income.

  • The waiting lists for this property provide a preference for survivors of domestic violence. Center for Hope and Safety will verify that applicants meet the criteria for the preference when they come to the top of the waiting list.

  • Applications will be placed on the waiting lists in random lottery order.

  • Income limit: 50% Area Median Income, as established by HUD.

Englewood East Operated by the Salem Housing Authority:

  • This property offers rental assistance from the HUD Project-Based Rental Assistance (PBRA) Program. Tenant rent is approximately 30% of monthly income.

  • Applicants are placed on the waiting list by the date and time of application.

  • Income limit: 50% Area Median Income, as established by HUD

Important Notice: Utility Reimbursement Payment (URP) Update

 We have an important update regarding your Utility Reimbursement Payment (URP).

 We are excited to announce that starting very soon, Utility Reimbursement Payments will be disbursed via pre-paid debit cards. This change aims to make the payment process faster, more efficient, and easily accessible for all participants.

 If you currently receive a Utility Reimbursement Payment (URP), you can expect to receive your pre-paid debit card by the beginning of March or April, 2024, depending on certain processing timelines. Rest assured that we are working diligently to ensure timely distribution and to minimize any inconvenience this transition may cause.

 

Here are some key points to keep in mind:

 ·         Delivery Date: The pre-paid debit cards will be dispatched by mail, and you should receive them on or around March 1 or April 1.

 ·         Activation Instructions: Upon receiving the pre-paid debit card, please follow the enclosed instructions to activate it. This will enable you to access your Utility Reimbursement Payment seamlessly.

 ·         Usage: The pre-paid debit card can be used at any location that accepts debit cards, providing you with flexibility and convenience.

 ·         Security: Your pre-paid debit card is a secure and efficient way to receive your Utility Reimbursement Payment. Ensure that you keep your card in a safe place and do not share your PIN.

Salem Housing Authority Residents who Receive Utility Assistance Payments

With our new software system some of our processes have changed.

SHA had sent Utility Reimbursement Payments directly to the utility company. However, going forward, we will be sending the payment directly to residents. It will be important to keep track of all utility bills and pay them on time to comply with the rental agreement and program obligations.

 Starting January 1, 2024, SHA will be sending Utility Reimbursement Payment as a paper check to residents who receive utility assistance. It will be important to, watch for it, in the mail.

We plan to change to a pre-paid debit card system for Utility Reimbursement Payments. Our goal is to have the debit card system in place by March 1, 2024. We will notify residents before we change to debit cards. Until then, we will mail checks for Utility Reimbursement Payment to the mailing address.

These units offer income-based rent through the HUD Section 202 program. Residents pay approximately 30% of their monthly income for rent and utilities at these properties. Assistance is tied to the units and is not transferrable. These units are restricted to households with income at or below HUD’s Very Low-Income Limit (50% Area Median Income), which is currently $27,700 annually for 1 person.

The Salem Housing Authority (SHA) seeks an insured financial institution (“Financial Partner”) to enter into a Memorandum of Understanding (MOU) with SHA to establish, manage, and administer savings accounts for its Rainy Day Opt-Out Savings program in development under the Asset Building Cohort of the Moving to Work Demonstration Program authorized by the US Department of Housing and Urban Development (HUD).

 

The Rainy Day Opt-Out Savings program will provide monthly deposits to a defined population selected randomly from program participants of the SHA Housing Choice Voucher (HCV) and Public Housing (PH) programs. Up to 100 participants will be selected in accordance with the parameters established by HUD and/or its contractor(s).

Preserving Orchard Park Apartments

Orchard Park Apartments is a former low-income development which recently aged out of its affordability term of 30 years. Because of this, Salem Housing Authority had identified this property as a priority for preservation efforts.

Salem Housing authority was able to establish a Special Limited Partnership Agreement between Orchard Park Preservation Partners Limited Partnership to acquire and operate the 224-unit complex located at 4100 Kacey Circle Northeast to serve low-income households. This project previously left affordability on 12/31/2021 and with SHA’s partnership will assist to bring this project back into affordability serving clients at or below 80% Area Median Income. 

In 2021, Orchard Park had a fire that affected 21 units. Construction work will begin on the 21 units impacted by the fire with an aim available this fall 2023.

Project Design: The general contractor and architectural firm have met on site and the project will use environmentally friendly materials, considering trauma informed design, to create a sense of community and ownership.

The Landscape will incorporate ecofriendly native plants an provide visual appealing property along the I-5 corridor.

This project has been made possible through funding from Oregon Housing and Community Services, the Enterprise Preservation Fund, Deutsche Bank, and Aberdeen Capital.

These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the City of Salem, Oregon.

REQUEST FOR RELEASE OF FUNDS

On or after November 11, 2022, the City of Salem, under the direction of the City Manager, will submit a request to the U.S. Department of Housing and Urban Development (HUD) for the release of Public Housing Operating Funds under Section 9(e) of the U.S. Housing Act of 1937 (42 U.S.C. 1437g(e), grant number OR011000003)) to undertake a project known as Glen Creek Village for the purpose of modernization activities. Glen Creek Village is a multi-family residential complex containing 30 units in seven two-story townhome style buildings and one community center/office building situated on approximately 7.56 acres of land. It is located at 1260 Orchard Heights Road NW, Salem, Oregon 97304. The townhome buildings were constructed in 1973 and the community building was constructed in 2001. The proposed undertaking involves modernization activities involving the building envelope, interior modernization, and as-needed routine maintenance and repair work to include but not limited to: electrical work; plumbing work; irrigation maintenance and/or repair; groundskeeping; replacement of broken windows, coverings, and screens; appliance replacement and/or repair; water heaters; roof repairs; sheetrock repairs, countertop repairs; floor covering replacement; and door replacement. In addition, the project parcel will be separated into two separate tax lots. This action of real estate involves no physical impacts to the environment. The intended use of the residential property would not be changed under this undertaking. Furthermore, the project does not involve new construction, substantial rehabilitation, expansion of a building's footprint, or changes to the existing unit count.

FINDING OF NO SIGNIFICANT IMPACT

The City of Salem has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at City of Salem, Urban Development Department at 350 Commercial St. NE Salem, OR 97301 and may be examined or copied weekdays 8 A.M. to 5 P.M. The review was completed in HEROS and can be accessed at

PUBLIC COMMENTS

Any individual, group, or agency may submit written comments on the ERR to the City of Salem Urban Development Department at 350 Commercial St. NE Salem, OR 97301. All comments received by November 11 will be considered by the City of Salem prior to authorizing submission of a request for release of funds. Comments should specify which Notice they are addressing.

ENVIRONMENTAL CERTIFICATION

The City of Salem certifies to HUD that Keith Stahley, Salem City Manager, in his capacity as Certifying Officer consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the Glen Creek Village to use Public Housing Operating Funds.

OBJECTIONS TO RELEASE OF FUNDS

HUD will accept objections to its release of funds and the City of Salem’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer Keith Stahley, Salem City Manager; (b) the City of Salem has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to HUD administration office at Director of Community Planning and Development at 1220 SW 3rd Avenue, Suite 400, Portland, OR 97204. Potential objectors should contact HUD Director of Community Planning and Development, Phillip McKeough at phillip.e.mckeough@hud.gov to verify the actual last day of the objection period.

These units offer private sleeping/living quarters in a dormitory-style building with communal restrooms and shared kitchen/eating area. This housing is limited to individuals who are female and female-identifying. Homeless applicants receive a preference on the waiting list.

These units offer income-based rent through the Moderate Rehabilitation program. Residents pay approximately 30% of their monthly income for rent and utilities at these properties. Assistance is tied to the units and is not transferrable. These units are restricted to individuals (single person households) with income at or below HUD’s Very Low-Income Limit (50% Area Median Income), which is currently $27,700 annually for 1 person.

Salem Housing Authority to Apply for Moving to Work Designation

Salem Housing Authority (SHA) plans to submit its Moving to Work plan to HUD to declare its interest in participating in the Moving to Work Demonstration Program: Asset Building Cohort.

 SHA seeks public input on the draft Moving to Work (MTW) plan, which will be submitted to HUD on July 28, 2022. The plan describes the activities SHA would undertake if selected for participation in the MTW Demonstration Program. These activities are designed to: 1) increase self-sufficiency among families served by our programs, 2) reduce costs and achieve greater cost-effectiveness in Federal expenditures, and 3) increase housing choice for low-income families. Additionally, participation in the Asset Building Cohort allows SHA to create a savings program for randomly selected families that will build assets with no out-of-pocket contribution from the family or requirement to be engaged in self-sufficiency activities or employment. If SHA is selected to participate in MTW, the flexibility of MTW will enable SHA to implement strategies tailored to our local marketplace that will be cost-effective, will support families and increase economic mobility, and will increase housing choice. Additionally, administrative relief provided by MTW status will allow SHA to reduce administrative burden for both its program participants and its staff, enabling SHA to deepen our innovation in service to low-income families and households in our community.

 

A Public Hearing will be held Monday, July 11, 2022, during the regularly scheduled City Council and Housing Authority Commission meeting. This is an online meeting, beginning at 6:00 pm. Meeting details may be found by visiting the Public Meeting Calendar online at https://www.cityofsalem.net/government/city-council-mayor/city-council-meetings. Southfair Apartments Project-Based Vouchers

1-, 2-, and 3-bedroom units

This property is adding Project-Based Voucher rental assistance to 32 of its 40 current total units. These units are required to have new waiting lists. Applicants who previously applied for assistance at Southfair must apply to these new waiting lists if they are still interested in living at the property. Applicants can apply for any unit size(s) they may be eligible for.

Household income is restricted to 50% of the Area Median Income.

After the application period closes, applicants will be placed on the waiting list in randomly selected, lottery order.

 

Single Room Occupancy (1-person, female)

Single Room Occupancy units (maximum occupancy: 1 person)

Single Room Occupancy units provide private sleeping / living quarters. This project is dormitory-style with shared restrooms and is limited to female/female-identifying individuals only. Homeless applicants receive preference on the waiting list. Applicants will be placed on the list in order by 1) homeless status, and 2) date and time of application.

Yaquina Hall Groundbreaking

Salem Housing Authority is about to break ground on our newest housing property. Yaquina Hall will consist of 51 one-bedroom units and one studio apartment on the site of at the former nurses’ dormitory at the Oregon State Hospital North Campus. Yaquina Hall is a Historic Place listed on the National Register of Historic Places. Several unique historic features will be preserved and enhanced.

Twenty of the units will be reserved for individuals needing permanent supportive housing. Rent amounts for all units will be based on income. Income limits will be at 60% or less of area median income.

Current estimated opening date is in 2023. The opening of the waiting list for Yaquina Hall has not been announced. It will be posted on the Salem Housing Authority website in the future.
