Yaquina Hall is a 51-unit property in NE Salem:

Yaquina Hall will consist of 51 one-bedroom units on the former nurses’ dormitory site at the Oregon State Hospital North Campus. Yaquina Hall is a Historic Place on the National Register of Historic Places. Several unique historic features have been preserved and enhanced.

Units at Yaquina Hall have rental assistance through the Project-Based Voucher program. The waiting list offers a local preference to households who are referred by partnering service agencies and are disabled, homeless or at risk of homelessness, and who would benefit from the supportive services provided on-site. When the waiting list is open, anyone may apply, but if you are homeless or at risk of homelessness, we encourage you to contact a community Coordinated Entry Assessment Site and schedule a housing assessment or contact ARCHES at 503-399-9080.

Rent amounts for all units will be based on income. Income limits will be at 50% or less of the area median income.

Occupancy Standards
The maximum number of occupants in a 1-bedroom unit is 3 household members. Exceptions to the occupancy standards can be requested. 

Eligibility:
Households must meet the income qualifications below to rent units at Yaquina Hall. Other eligibility criteria are found in the Yaquina Hall Tenant Selection Plan.


Reasonable Accommodations:

If an applicant or resident indicates that an exception, change, or adjustment to a rule, policy, practice, service, or physical structure is needed because of a disability or medical need, SHA will treat the information as a request for reasonable accommodation. SHA provides a Request for Reasonable Accommodation form for this purpose, but SHA will consider requests any time the family indicates that an accommodation is needed whether a formal written request is submitted. The family must explain what type of accommodation is needed to provide the person with the disability or medical need full access to SHA’s programs and services. If the need for the accommodation is not readily apparent or known to SHA, the family must explain the relationship between the requested accommodation and the disability. Additionally, if the family indicates that an accommodation is required for a disability that is not obvious or otherwise known to SHA, SHA must verify that the person meets the definition of a person with a disability, and that the accommodation is necessary to accommodate the disability or medical need.

Waiting List Applications

It is important to keep your contact information updated with SHA while you are on a waiting list. You will be contacted by mail when your name comes to the top of the waiting list. If SHA's correspondence to you is returned by the US Postal Service, you will be removed from all waiting lists you are on.

At this time, we estimate the wait for a unit at Yaquina Hall to be 1-2 years for applicants who are referred to the list with a local preference. Estimated wait times may change at any time, depending on funding, vacancy rates, and market conditions. SHA does not provide applicants their waiting list position and is not able tell you how long your wait will be.

Income Limits/Household Composition
To qualify for a unit with income-based rent, the total unadjusted household income (also called “gross income”) may not exceed 50% of the Area Median Income for the household size.


Income limits are based on the number of family members in the unit. Income eligibility is determined by comparing the household’s annual income to the current applicable HUD and LIHTC income limits. These limits are established by HUD for the area (County or Metropolitan Statistical Area) where the project is located and are updated annually. They are available from the local HUD office or online at www.huduser.org. The income of all persons residing in the unit is counted, with the inclusions and exceptions noted in 24 CFR 5.609 (c).
